Improve balance in auto assignation when one reviewer must have numeros reviews

After a first assignation, if a reviewer completed all its reviews and then new reviewers arrive, the automatic re-assignation is not balanced as the constraint is to keep it under the max and the max cannot be lowered du to the reviewer that already completed its work.
