Tag options in select element remain active on jumping to an untagged position

Problem: Active tags remain active on moving to a time step with no tags selected. A log message says:

Warning: Deselecting a tag in a single tag setting

Steps to reproduce: Open an untagged file (e.g. .outline), create a tag, select a larva, label a time step or segment with the created tag, click on an unlabelled position of the track.

Expected behavior: Active tags become inactive.
