Docker image for version 0.18.2 fails to call Python

Docker image flaur/larvatagger:0.18.2-20230311 was built on top of the julia:1.10.2-bullseye image that is known to be incompatible with Python. See: https://discourse.julialang.org/t/julia-1-10-2-crashes-when-embedded-from-python-due-to-libgomp-so-compiled-with-gcc-13-2/113456

Tag flaur/larvatagger:0.18.3-20230311 fixes this issue.
