User-defined penalties on false positives

As requested by Marta Zlatic, the false positives for specific behavior labels would have to be penalized more than those for other labels.

Proposal: Allow passing user-defined penalties on false positives, on retraining a tagger. MaggotUBA-adapter has to be adapted as well.
