Datastore::run_simple_query has been deprecated.

Sometimes there is a need to completely ignore a designation so that it
is not seen by an end user, or used in analyses, but should still remain
in the database.  Ignored designations are still visible in the curation
interface but are greyed out.

It can take a few seconds to create the cache tables - if the table is
dropped and recreated this can result in an error if somebody is
querying via the web interface at that moment.  Instead, we can create a
new table named with a random suffix, then drop the old table and rename
the new one as a single transaction. 

Not just all loci, or all variable loci.

Use Datastore::run_query instead and add warning to deprected method as
it will be removed.

There is still information that can be shown.

This change was likely to kill a lot of the PubMLST mirror sites.

The behavior of List::MoreUtils::none changed with this.

This will enable live systems to update from the develop branch and
still be able to server the experimental REST interface.

Title is already in (no) scheme heading. 

Setting this to 'yes' will not show field on the isolate information
page in the standard interface - only in the curator's interface.  This
is useful for housekeeping fields that are of no interest to external
users.

Reduce spacing of scheme headers in isolate info page.
