This is significantly quicker on large databases.

This is much more efficient than calling the PostgreSQL method to
refresh the view on very large databases.

This is redundant - I think this was in place when ACLs were allowed.

Reduce limit to 50.

This is to prevent a haywire script from flooding the submission system.
The default limit is set at 100 but this can be overrridden on a
per-database basis.
