Navbar disappear when we scroll down

Maybe it's ongoing somewhere, but it would be better to have a larger version of the nav bar when we're at the top of the page, and otherwise a smaller version of the navbar when we're not at the top (but independent of the scrolling up or down).

DefenseFinder logo and titles should have the correct size and centered (vertically, within the navbar)
