Track cropping to fit in time window

The import command of larvatagger and similar scripts admits argument --segment that takes a comma-separated pair of timestamps (in seconds; start,end times). This crops the tracks so that they fit in the time segment. Tracks not defined at any point in the time segment are excluded.
